Regression : Text turns faint after clicking on check box in chrome://md-settings page.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/advanced.
2. Now scroll down the page to 'Downloads' and select the check box. 
3. Now observe the text 'Ask where to save each file before downloading' by selecting and unchecking the check box.

Actual: Text 'Ask where to save each file before downloading' turns faint after clicking on check box
Expected: Text 'Ask where to save each file before downloading' should not turn faint after clicking on check box 

This is regression issue, broken in ‘M 54’ and below is manual regression and narrow bisect info:
Good build : 54.0.2830.0
Bad build : 54.0.2831.0
