Regression: 'Find-in-page' textbox doesn't appear on chrome://history page when Search field is hide.

Issue description

Chrome Version: 54.0.2837.0 (Official Build)a29577e8b1ed329373d426e85f679dfeb07a2979-refs/heads/master@{#413618} 32/64-bit.
OS: Mac(10.10.5)(10.11.5), Linux(14.04. LTS), Windows(7,8,10)

Precondition: Navigate to few webpages such that  history gets generated on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Check the checkbox of any URL by clicking on it.
3. Now, press "Ctrl + F" key from keyboard and observe.

Nothing happens on pressing the 'Ctrl + F' key from keyboard.
On pressing the 'Ctrl + F' key, 'Find-in-page' textbox should appear.

Note: On pressing the 'Ctrl + F' key from keyboard, 'Find-in-page' textbox should appear when 'Search history' field is hide.

This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2791.0 
Bad build: 54.0.2792.0

MD History overrides the Ctrl-F shortcut to use history search. The shortcut continues to be active while the search field is covered by the selection toolbar.

It is still possible to open find-in-page using Ctrl-G.

I consider this mostly Working As Intended, although I am open to experimenting with changing the behavior. Marking this as P3 accordingly.

Thinking more about this, I don't think there's any real way to improve the behavior.
