Regression: Overlapping of horizontal scroll bar with its R.H.S arrow icon is seen at chrome://history.

Issue descriptionChrome Version: 54.0.2837.0 (Official Build) a29577e8b1ed329373d426e85f679dfeb07a2979-refs/heads/master@{#413618} (64-bit) OS: Linux(14.04. LTS), Windows(7,8,10) Steps: 1. Launch Chrome and navigate to chrome://history 2. Re-size the browser window such that horizontal scroll bar is seen. 3. Scroll the page towards extreme R.H.S and observe. Actual: Overlapping of horizontal scroll bar with its R.H.S arrow icon is seen. Expected: No such overlapping of horizontal scroll bar with its R.H.S arrow icon should be seen. This is a regression issue broken in M-54, will soon update Narrow Bisect info. Good build: 54.0.2834.0 Bad build: 54.0.2836.0

With response to comment #6, above issue is not seen on Beta-54.0.2840.16 and latest canary-55.0.2855.0 on Windows and Linux.
