IDS_OPTIONS_ARC_ENABLE, IDS_OPTIONS_ARC_MANAGE_APPS not translated

OS: CrOS 8530.65.0

What steps will reproduce the problem?
(1) set locale to Japanese
(2) open chrome://settings
(3) make sure android is opted in and started

What is the expected output?

translated strings for toggling play store and preferences is shown

What do you see instead?

English strings are shown.

I don't think this is an issue anymore - just changed my language to Japanese, and the strings in Settings appear translated to Japanese now.
