[TABLETS] OPEN option from offline page downloaded snackbar opens up downloaded items list showing no downloaded pages in the list at all

Issue description

Application Version: 54.0.2836.2
Android Build Number: 5.1.1/LMY47X
Device: Samsung Galaxy J2


Pre-condition:
1. 'Download button when opening a page with media URL' flag must be ENABLED under chrome://flags
2. An Android tablet ex. Nexus 7 or Nexus 9

Steps to reproduce:
1. Launch Chrome > Google search anything ex. 'Hi' in this case
2. Tap on the download button from tablet toolbar to save page offline
3. Once the page is saved offline and page downloaded snackbar appears at the bottom, tap on the OPEN option from snackbar
4. Observe


Observed behavior:
OPEN option from offline page downloaded snackbar opens up downloaded items list showing no downloaded pages in the list

Expected behavior:
OPEN option from offline page downloaded snackbar should either show offline downloaded pages in the list or should disable the 'OPEN' option from the offline page downloaded snackbar

This issue is not present on latest M53-53.0.2785.76

Last Good Build: 54.0.2832.0
First Bad Build: 54.0.2836.2

This issue is seen on Android Tablets devices ex. Nexus 7 (6.0.1/MOB30X) & Nexus 9 (6.0.1/MOB30P) as of now

Another suggestion for expected behavior:
OPEN option from offline page downloaded snackbar can also be implemented as redirecting user to the 'Downloads' section in Chrome

This issue is reproducible on latest M54-54.0.2837.2 as well

Brendan's patch might be relevant here: https://codereview.chromium.org/1705903003/

Alternative is to use mime type form the header and make a call to download manager instead (to download the media)

Status: Fixed (was: Assigned)
I can not reproduce the behavior on M54 54.0.2840.25
OPEN button opens the downloaded page for me. 
Appears fixed.

This issue is fixed on latest M54-54.0.2840.34 and M55-55.0.2867.0
