Regression: [MD History] Vertical scroll bar doesn't auto scroll under 'Tabs from other devices' section.

Issue description

Chrome Version: 54.0.2837.0 (Official Build)a29577e8b1ed329373d426e85f679dfeb07a2979-refs/heads/master@{#413618} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

Precondition: sign in to browser with such accounts in which browsing history from other devices are synced.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://history page and go to 'Tabs from other devices' section.
2. Set focus on first 'Expand/collapse' icon using 'Tab' key and scroll down the page to its bottom.
3. Now, press 'Enter' key from keyboard and observe the vertical scroll bar.

Vertical scroll bar doesn't auto scroll up.
Vertical scroll bar should auto scroll up.

This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2817.0 
Bad build: 54.0.2819.0

Unable sign in to chromium builds, hence unable to provide narrow bisect:
