Regression: Search bubbles for lower sections are visible while expanding or collapsing a section

Chrome Version:54.0.2837.0 (Official Build) a29577e8b1ed329373d426e85f679dfeb07a2979-refs/heads/master@{#413618} (32/64-bit) 
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Enter any letter for e.g 't' in search field such that search result appears.
(3)Click on 'custom spelling' option under spell check and observe.

Actual:Glimpse of tooltip is seen after clicking on custom spelling option.

Expected:Tooltip should not be seen after clicking on custom spelling option.

This is a regression issue broken in 'M54' and will soon update other info.
