Notifications center on lockscreen needs better string & icons greyed out

Clicking on the notification icon yields a little bubble that says "Sign in to view your notifications" when you are on the lockscreen. User is already signed in. We should say "Unlock to view notifications"

The bell and gear icons are inactive on lock screen. We should grey them out.
