What steps will reproduce the problem?
(1) Install Chrome with the hangouts extension
(2) Start a chat
(3) While typing a message press Cmd+Ctrl+Space (or pick Edit->"Emoji & Symbols") from the menus
What is the expected output?
The "Emoji and Symbols" window appears above the Hangouts pop so you can actually use it
What do you see instead?
The "Emoji and Symbols" window appears below the Hangouts pop. While it is possible to drag it out it starts under the window. Close the window, type "123456789abcde" then press Cmd+Ctrl+Space. The Emoji window is now entirely behind the Hangouts window
Maybe this needs to be fixed by the Hangouts team? But since it's an extension I'm surprised an extension is allowed to make a window that appears above IMEs。
This also is a problem for IMEs. Enable Japanese. In a normal text area (like this one enable Hiragana input and type "iku" then press space a few times. You should see a popup with completions.
Now do the same in a Hangouts chat window. The completions appear behind the window
