Work to distinguish Terra / Terra 13 type boards

Follow-up work for us:
  * Make sure HWID will provide us a label to distinguish
    board variants like terra/terra13.
  * Make sure that we actually apply the proper variant label.
    This could mean turning automatic label detection back on.
  * Make changes to make sure that we run the test suites we
    want based on the variant.

auto labeling will be back on in the next push to prod.
