Regression: webkitDecodedFrameCount does not update until playback begins.

Prior to M52 this value would be updated as soon as frames were decoded, now it only updates once playback begins; this prevents some clients from detecting that playback is working properly.

Update decoded frame counts when the sink isn't running.

Fixes issues where this count is not updated until playback begins.

BUG= 640046
