cc +jshin@ owner ellyjones@ -> mmohammad@ error 4 is U_FILE_ACCESS_ERROR, so it sounds like whatever your fuzzing setup is, it's not including the ICU data file needed to do URL canonicalization. This is not a real crash, but rather an indication that the runtime environment's messed up. I think jshin@ can probably advise about making that data file available.
