MD-settings: redundant focus box on radio buttons

Issue description

Open chrome://md-settings
Check Show home button
Click on the right side of the New tab page radio button.

Problem: a focus outline box (a default css thing) is 
shown on the radio button. This is redundant with the
Polymer control highlighting (e.g. when using the 
keyboard to get around).
