Steps To Reproduce:
(1) Enable PIN (chrome://flags/#quick-unlock-pin)
(2) Enable PIN in chrome://md-settings
(3) Lock the screen, PIN keyboard will show up
(4) Enter PIN and observe the clear button.


Expected Result:
Clear button should be enabled.
 
Actual Result:
Clear button always disabled.
