SSL interstitial is appearing in a small frame on Android

What steps will reproduce the problem?
(1) Visit a bad SSL site
(2) Notice the SSL warning is small, and inside an iframe (?)
(3)

What is the expected output?

Normal SSL warning

What do you see instead?

Small SSL warning in iframe.
