optimize_for_size doesn't work with enable_nacl

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.70 Safari/537.36

Steps to reproduce the problem:
target_os = "linux"
optimize_for_size = true # (default false)
enable_nacl = true # (default true)

What is the expected behavior?

What went wrong?
I don't have the exact output at hand, but the nacl-specific compiler named nacl-clang++ or so complains that it doesn't know the -0s compiler switch.

Did this work before? N/A

OS Version: Ubuntu 14.04
