ARC++ apps won't open on second display

Reported by tony.laz...@gmail.com, Aug 22 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8530.62.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.70 Safari/537.36
Platform: Platform 8530.62.0 (Official Build) beta-channel veyron_minnie

Steps to reproduce the problem:
1. Open any android app on built-in display
2. Try and drag it to second display
3. Observe that it snaps back to the primary display and doesn't even appear on the second display whilst dragging

What is the expected behavior?
Android app should move to second display - or open in the second display if opened from the shelf there.

What went wrong?
Won't move - snaps back to primary display. Also, if you attempt to open an android from from the shelf of the second display, it will actually open in the primary display.

Did this work before? No

Chrome version: 53.0.2785.70 Channel: beta
OS Version: 8530.62.0
Flash Version: Shockwave Flash 22.0 r0

Not sure if this a WAI, but it is surprising behaviour and in my use case very inconvenient. I was using a large external display as a presentation device. Specifically, I was using the PowerPoint app. Workaround is obviously to use web when internet is available (not always the case when at a client site for example).
