chrome.runtime.restart should be working even when not in kiosk mode

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
Using code chrome.runtime.restart()
OR
using code chrome.tabs.create({ url: "chrome://restart" })

What is the expected behavior?
Chrome restarts, even when not in kiosk mode.

What went wrong?
Chrome does nothing.

Did this work before? Yes Some previous chrome build

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

One of these two lines should work, even when not in kiosk mode. It worked previously so why not anymore?

Unable to repro this issue on Windows 10 for Google Chrome Stable Version - 52.0.2743.116

@christoph.mett: Could you please perform the step mentioned beneath and let us know your observations.

1. Re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login]

Open the URL - [chrome://restart] Chrome Restarted and working as usual with all the previous tabs opened.

Entering the URL chrome://restart itself works perfectly.
All I'm asking for is, that this or chrome.runtime.restart() would work when executed by an extension.
