sync compositor: setting renderer memory budget is racy

When SyncCompositorHostMsg_OutputSurfaceCreated is sent, SynchronousCompositorProxy may not be created yet, which means renderer side is not yet ready to receive IPCs. And the response IPC to set the renderer memory budget just gets dropped.
