Make drop shadows and corner radii consistent

Issue description

Can we merge drop shadows and corner radii across all webUI pages? 

Between history, settings, and downloads, the drop shadows are all very similar but not exact. Ideally, the shadows used on settings can be applied everywhere. 

For rounded corners, settings is now the only one without them. Ideally, they do have them.

Can you provide the exact spec for rounded corners and shadows?
History is a special snowflake here, and I don't think it would be possible for us to directly use the same shadow values as the other pages. Since we can't use box-shadow for the main list, Chris had to come up with custom values for drop-shadow which are close to (but not quite) the Material spec.

note: if downloads ends up needing to look like history, there may be 2 special snow flakes
