Issue descriptionThis CL (patch set 20) landed through CQ and broke a whole bunch of android 64bit compile: https://codereview.chromium.org/2219203002/#ps380001 In particular, android_arm64_dbg_recipe does component build, and "Android Arm64 Builder (dbg)" does static build. Should probalby use this bug to unify CQ and bots that we care about (ie including ones in chromium.android) in terms of compile at least, which doesn't require provisioning devices and whatnot.
