OS: Mac (10.10.5, 10.11.5), Windows (7,8,10)

Steps:
1. Launch Chrome, navigate to chrome://downloads and save some page via Save as option of context menu.
2. Open Dev-tool, click on 'Toggle device toolbar' and select 'Open downloads folder' by clicking on 'More actions' menu.
3. Close the downloads folder dialog box, again click on More actions menu and observe grey highlight.

Actual: After step 3, grey highlight is not seen on 'Open downloads folder' of 'More actions' menu.

Expected: After step 3, grey highlight should be seen on 'Open downloads folder' of 'More actions' menu.

This is a regression issue broken in M-54, below is bisect info.

Good build: 54.0.2807.0 
Bad build: 54.0.2809.0
