What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/siteSettings
2. Now scroll down the page and click on 'Unsandboxed plugin access' and observe the page 

Actual: Unnecessarily page gets scroll down after clicking on 'Unsandboxed plugin access' 
Expected: Unnecessarily page should not get scroll down after clicking on 'Unsandboxed plugin access' 

This is regression issue, broken in ‘M 54’ and below is manual regression and narrow bisect info:
Good build : 54.0.2817.0
Bad build : 54.0.2818.0
