Regression: chrome://supervised-user-internals/ page shows garbage unicode text.

OS: Linux (14.04. LTS), Mac (10.10.5, 10.11.5), Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://supervised-user-internals/ and observe the page.

Supervised user internals page is seen weird.

Supervised user internals page should be seen proper.

This is a Regression issue broken in M-54, will soon update other info

Confirmed on 54.0.2835.0, Chrome Canary. Not 100% sure if this is supposed to be part of the material design upgrade for Chrome though.

Tried the bisect with the new script which returned only one CL which is the correct culprit.
