Regression: Unnecessary movement is seen in history on hitting right left arrows

Issue description

Version: 54.0.2835.0 dev
OS: Ubuntu 14.04, windows

What steps will reproduce the problem?
(1) Launch chrome >> Make sure you have more history so that scrollbar is seen >> Select any history entry >> Hit right/left arrows from keyboard and observe

Expected: History list should not move on hitting arrow keys.
Actual: Instead unnecessary movement of list is seen.

This is a regression issue broken in M54.

Bad Build: 54.0.2827.0 dev

Able to reproduce the issue on Mac OS 10.11.6 using chrome latest Dev M54-54.0.2835.0.
