What steps will reproduce the problem?
1) Launch chrome, go to chrome://md-settings and click on profile icon under People section.
2) Now click on any of the avatar icon and observe.

On clicking any avatar icon, the icon border does not turn blue.

On clicking any avatar icon, the icon border should turn blue.

This is a Regression issue broken in M-54, below is the bisect info
