Regression : Unnecessary I beam pointer is seen instead of hand pointer in chrome://md-settings page.

Chrome Version : 54.0.2835.0 de9740cbb4ce908749b841ade75e2d02385f6a53-refs/heads/master@{#413350} (64-bit)
OS : Mac OS X(10.11.4,10.11.5,10.10.5),Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://md-settings/
2) Now click on 'Open specific page or set of pages' radio button under 'On startup' and hover the mouse on 'Add a new page' and observe

Actual : Unnecessary I beam pointer is seen instead of hand pointer after mouse hover on 'Add a new page' 
Expected : Hand pointer should be seen instead of I beam pointer

This is a regression issue broken in 'M-54' and will soon update other info

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:

I'm not sure why it regressed, but I need to examine / understand where we use different button types.

I think these should just use paper-button. dschuyler@ - is that correct?
