Chromevox broken on boot again

Issue description

Mode: force_next
Version: 54.0.2831.0
Reproduction Steps: 
1. Reboot Chromebook after Chromevox has been turned on
2. Log in
3. Attempt to use Chromebook with Chromevox
Expected: Chromevox will verbalize what is on screen.
Actual: Chromevox is totally silent. It appears that the ability to use voices directly within CVox has been removed, but current Android implementation is extremely unstable. Not sure if this is the cause or not, but until this is worked out, strongly urge anyone reading this to avoid playing with Canary builds if you also rely on access for the present time. This is a situation that is seemingly almost impossible to recover from without some tinkering. Still, no complaints here... am glad to have the ability to use Android voices in Chrome!

Are you switching to the Android voice? If so, then there's an expected lag in terms of receiving feedback. If you keep the voice on a Chrome OS voice, that will be stable.

Update from Nimer:
"I don't even have a Chrome voice now
I have a few languages that don't talk, and US or UK are not in that list
I have Android though, and the lag isn't even there... there is little lag once it works..."
Just to be clear:

1. Boot Chromebook.
2. Log in works, Chromevox talks as expected.
3. Upon login, speech no talky. No earcons, either.
4. A couple of times, I have been able to get speech talking by navigating
to the Google Playstore Android app, disabling and re-enabling speech,
getting out of arc, and then Chromevox disables and re-enables itself. This
is not consistent though. Sometimes, I get earcons with no speech, thereby
allowing me to open CVox settings and guess at where the controls are to
change TTS voices.

Also, once speech does talk, I have attempted to switch speech to native
Chrome voice, but am not able to locate the U.K. or the U.S. languages. I
have a Chromevox High-quality TTS installed, however that does not talk.
And none of the other languages talk as they used to.

It's useful to know you have the high quality extension engine installed, as I can't reproduce what you're seeing (i.e. not seeing the other native Chrome OS voices). We have had issues in the past where that engine caused other voices to entirely disappear.

Kevin, it would be useful if you could try to reproduce. Thanks.

ChromeVOx works fine for me on: Version 54.0.2831.0 canary (
Hello,

I have some improvement, but not much... After today's canary build, I now
get earcons, but no speech on boot. The voice reverts back to a U.S. Female
voice that I now have, but that voice is silent. I only get speech after
switching to the Android voice. I know that the U.S. female voice is back
because I can navigate down the list with the Android voice, however speech
goes silent other than the announcement of "Female U.S. Female" or
something like that.

I uninstalled the HQ extension, and still have the same result. If it is
only me with the issue, I will try power washing and further
troubleshooting.

If you can't reproduce using guest mode or another Google account, it might unfortunately be an account specific issue. Let us know; thanks.
I am unable to pepro at all in guest mode. Guest mode works fine.

I just tried and HQ and Android voices work for me
