new links opens in a new Window instead of a new Tab

Issue description

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:ok
    Firefox:ok
         IE:ok

What steps will reproduce the problem?
(1)new links opens in a new Window instead of a new Tab
(2)
(3)

What is the expected result?


What happens instead?


Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on chrome stable version 52.0.2743.116, Canary version 54.0.2835.0 on Windows 7, MAC 10.11.6, Ubuntu 14.04. 

@ redcut80: Request you to please try resetting chrome from settings page and try again. Please update us with your observations.

@ redcut80: Gentle ping as still unable to reproduce the issue on Windows 10, MAC 10.12.1, Ubuntu 14.04 on updated chrome versions (Stable - 54.0.2840.98/99/100), Beta (55.0.2883.44), Dev (56.0.2914.3). Can you please try this on the by resetting chrome from chrome://settings and please update us with the chrome version and OS in which you are seeing the issue.
