ChromeOS Native UI Notification Style

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

With the recent August Material Design Guidelines Update - I think it would make sense if the notifications used within the ChromeOS platform should use a similar UI. Linked below is a link to the Google Design page on how notifications are structured and are suppose to look. I also linked someone's concept on what it would look like if they used the new N style notifications.
