icons of web shortcuts in taskbar wont correctly refreshed after powerwash

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36 Platform: 8350.68.0 (Official Build) stable-channel auron_paine Steps to reproduce the problem: 1. create some shortcuts in the taskbar, where chrome os also use the favicon as shortcut icon 2. logout 3. powerwash the device 4. login into your account 5. shortcuts will be restored, but it doesn't use the favicons anymore What is the expected behavior? it should restore the shortcuts with the correct favicon What went wrong? it uses the default icons with a simple solid colored background and a white letter. Did this work before? N/A Chrome version: 52.0.2743.116 Channel: stable OS Version: 8350.68.0 Flash Version: Shockwave Flash 22.0 r0 btw. the favicons are alos missing in the app launcher on chrome in windows, too.

Please don't make bugs "available" unless you want to lose track of them forever. I have a couple of nooglers starting soon. This would be a good thing for one of them to dig into. Assigning to myself for now.
