Stop abusing of closing issues to comments

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
Too often bugs in this bug tracker get closed to comments without a good reason. Actually, I can't think of a good reason for doing that at all.

This is a clear example of an abuse:

What is the expected behavior?

What went wrong?
The project member gives a one-word answer (which is pure nonsense, btw) without argumenting it and closes the issue to comments.

So there's not even a chance to ask him to elaborate.
