Flip C100P fails to detect orientation change

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel veyron_minnie

Steps to reproduce the problem:
1. rotate screen to tablet or tent mode.

What is the expected behavior?
on-screen keyboard is present, screen orientation change, physical keyboard and touchpad become disabled.

What went wrong?
Expected behaviors not present. Screen orientation does not change/does not enter tablet mode. Physical keyboard and touchpad remain enabled.

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 8350.68.0
Flash Version: Shockwave Flash 22.0 r0

Previous owner of the Chromebook states this was not a problem. They were not on the latest build, though, and therefore I assume this may be a software issue.
I used the accelerometer test (http://albertosarullo.com/demos/accelerometer/) and the blue ball does in fact move, therefore showing it may not be a hardware issue.
I have attached 3 screenshots each taken in laptop, tablet, and tent modes.

Same problem on developer channel.

xiaoyinh@ could this be a dupe of the issue you worked on recently with fine tuning the rotation stuff?
Re#3: Not sure if it's related. That fix adjusts cutoff values to work with some specific conditions. Common use of switching from/to touchview should be working without the fix.

Not able to reproduce on Chrome version: 52.0.2743.116, could you share more details about it?
