New Style Rule does not automatically escape dots in element IDs

Reported by kyle.c.s...@gmail.com, Aug 20 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools Elements
2. Use the selector to select an element with an id containing a dot, e.g., <div id="my.element">
3. In the Styles pane, click the New Style Rule icon
4. Enter any style (for demonstration, choose one that would have an immediately obvious effect, e.g. "background: red;")

What is the expected behavior?
The element takes on the style specified

What went wrong?
The element does not take on any styles. If you escape the dot manually with a backslash (e.g., change "div#my.element" to "div#my\.element"), the style is applied correctly.

Did this work before? N/A
