Drive does not sync for offline - resource unavailable

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel auron_yuna

Steps to reproduce the problem:
1. Before powerwash everything worked fine offline
2. powerwashed
3. online > drive.google.com
4. settings > turn on offline sync (changed because default setting used to be offline sync was on)
5. opened a doc
6. pop up for Docs Offline extension > install

7. nothing > previous behavior was a notification banner that files are syncing for offline use.

8. turn of WiFi
9. open Drive > try to open file > resource unavailable
10.open Files App > no go either
11.close Drive > open again
12.shutdown and restart
13.NO SYNCING

What is the expected behavior?
Open Docs offline

What went wrong?
Cannot open Docs offline

Did this work before? Yes Before I powerwashed

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 8350.68.0
Flash Version: Shockwave Flash 22.0 r0

attempting to open a doc offline fails, but opening a Google Sheet for offline editing works. Only Google Docs appear to be affected by the inability to edit offline.

Forgot to mention another new behavior. The Docs offline extension never showed in the toolbar, it does now.

I'm also suffering this problem.  I've reproduced it on two Chromebooks: a brand new Toshiba Chromebook 2 (model C385-C3300) and my old Samsung (model XE303C12).  Both were powerwashed to the latest stable channel version.  Details (from the Toshiba) are:

Version 52.0.2743.116 (64-bit)
Platform 8350.68.0 (Official Build) stable-channel gandof
Firmware Google_Gandof.6301.155.9


On the Samsung, I also tried logging in with a separate Google ID.  This is a backup ID, that I've never really used in anger before, so it has nothing in the way of baggage associated with it: e.g. no apps, no extensions and no files in Google Drive.  The problem still occurred under that second Google ID: .gDoc files cannot be edited offline, but .gSheet and .gSlide files are fine.

ChromeDev tools show the following as their last entry when attempting to open a .gDoc file offline:
Application Cache Error event: Manifest fetch failed (6) https://docs.google.com/offline/offline/manifest

I, too, am having this same issue on a brand new Acer CB3-431 and I'm about ready to return it since this is the main feature I'm interested in. Additionally, I have the same error message when I try to use Docs Offline from my Win10 Desktop unit.

-Version 52.0.2743.85 (64-bit)   <--- "Your Chromebook is up to date."
-Platform 8350.60.0 (Official Build) stable-channel edgar
-Firmware Google_Edgar.7287.167.17
-Drive offline mode Enabled in Drive Settings
-Offline Extension Installed & Enabled
**Drive, Slides, Sheets, Calendar, Etc. all appear to function correctly in offline mode.

***Please note in screenshot of error, you can see in the toolbar that the Offline Extension button is grayed out (but it is Enabled in settings).

Got into a black screen sign in loop after the powerwash to produce this issue.

A settings > people > dashboard > reset sync > restart sync on a second CB fixed the offline issue.

However, after a USB recovery > same problem again > can not open Docs offline.

Switched to the Beta channel and all is well.

Opened drive.google.com > syncing for offline use message.

It took about 10 minutes for everything to sync. 

Turned off WiFi > all Docs are available offline, even one last opened in 2013, from the Drive app, Docs app and Files app.



Can someone else please confirm if they can go into beta mode and sync... And let us know if offline for Google Docs works.... Thanks... My Chromebook is in college now with my son, else I would do this myself 
I think the bug is fixed server side. I stayed on stable and offline drive works for me.

Unfortunately I still get the same "Resource unavailable" error when attempting to open a file I worked on earlier today. I tried opening it from drive.google.com and from the Files app's Offline section and it did not work from either place.

After seeing the above notes, I ran a powerwash (without resetting sync) and now Docs is working offline. Yay! However, it seems Forms isn't working offline. Same resources error appears.
Offline .gDoc editing now works for me now on Stable channel.  And I've not changed a thing.  No powerwash, no reset sync etc.
re #12: I don't think modifying Google Forms offline is supported. Did it work before?

I think the issue is resolved now.
I have say this not fixed.. as my son just came back from college for the weekend, and his chromebook still does not have the issue resolved with Google Docs... 

I have checked that it is at the latest level
we are in stable mode
we checked that Google Drive is turned on with offline mode
verified that Google Docs has the offline mode turned on 

we rebooted, re-logged on, and let it sync for 30 min, and the turned off wifi, and google docs still says Unavailable Resources.
