Lagging when scroll

Issue description

Example URL:
Any site

Steps to reproduce the problem:
1. Go to any site
2. Scroll

What is the expected behavior?
Smooth scroll

What went wrong?
Scroll with lagging

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 52.0.2743.98  Channel: stable
OS Version: 4.2.2
Flash Version: 

Device: Samsung Galaxy Ace 3 (GT-S7270)

There is not enough actionable information in the issue report.

Was it smoother in previous versions of Chrome?
Is there a specific site that demonstrate the problem well?
Is it better on other similar devices?
It could be another case of  issue 428494  if the user has an Accessibility service enabled in Settings -> Accessibility. I've found users who accidentally enabled "Switch Access" or intentionally enabled LastPass, not realizing the impact on performance.

Perhaps you can grab a trace https://www.chromium.org/developers/how-tos/submitting-a-performance-bug and then we can examine it.

aelias@ aware of any scrolling issues on this specific hardware?

Status: WontFix (was: Unconfirmed)
It's an ancient, niche Jellybean Broadcom device.  It's certainly possible there's a problem with it, but it's basically out of our effective support window -- not worth the cost/benefit to investigate.
