Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2832.2 Safari/537.36

Example URL:
crbug.com

Steps to reproduce the problem:
1. Go to http://crbug.com 
2. Scroll to bottom of page
3. Hover over any link

What is the expected behavior?
Finger cursor and status bar shows link target

What went wrong?
Nothing works when clicking on anything

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 2 days ago?

Does this work in other browsers? Yes 

Chrome version: 54.0.2832.2  Channel: canary
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 23.0 r0

Clicking offset by ~200 pixels (Retina display):
It works if you click 200 pixels above a target.

Not sure about the component: scrolling most likely since scrolling seems to trigger a permanent offset between pointer and actual target.

This bug makes the web pretty unusable when you hit it.
