DevTools: can't "Save as..." export console logs when target is data url

Issue description

Version: 54.0.2834.0
OS: Linux

What steps will reproduce the problem?
(1) Go to a data URL page (e.g. navigate to "data:,")
(2) Open Devtools console, log some output
(3) Right click console, click "Save as..."

What is the expected output?
Logs should be saved, dialog opens

What do you see instead?
No dialog, nothing happens
