Error event isn't fired on an HTMLVideoElement if resource in src redirects to 404

Issue description

Chrome Version       : 52.0.2743.116

Other browsers tested:
     Safari 9.1.2: OK
    Firefox 48.0.1: OK

What is the expected result?
'error' event firing on an HTMLVideoElement.

What happens instead?
'error' event is not firing and networkState is still equal to HTMLMediaElement.NETWORK_LOADING

+Dan, sounds like the WMPI doesn't report back to HTMLMediaElement with network state change? Does WMPI know if a 404 redirect happens?

Not sure, but might have been fixed in the multibuffer transition.
