What steps will reproduce the problem?
(1) Open a new tab
(2) Press Ctrl+Shift+J to inspect this tab
(3) Create a new tab, open chrome://inspect and switch to "Service workers"

What is the expected output?
Just one new tab service worker

What do you see instead?
Two service workers with same pid. Trying to inspect both of them will make one of them disappear and devtools will be empty.
