Cannot use the scroll bar when an overflow: auto element has negative margins and content below it |

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Example URL:
data:text/html,<!doctype html><style>div{margin-bottom: -20px; overflow: auto; white-space: pre; width: 100px; }</style><body>body<div>overflowed element</div><br/>New line</body>
Steps to reproduce the problem:
1. Go to the URL.
2. Try to scroll through the overflowed element.
What is the expected behavior?
The element scrolls.
What went wrong?
I cannot interact with the scroll bar at all, even though nothing (text, elements) seemingly blocks the interaction.
Does it occur on multiple sites: Yes
Is it a problem with a plugin? No
Did this work before? N/A
Does this work in other browsers? Yes
Chrome version: 52.0.2743.116, 54.0.2832.2 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
Internet Explorer 11 lets me interact with the scroll bar.
I have not tried Firefox, but I guess it also lets you interact with the scroll bar, because its Bugzilla uses an overflow: auto element with a negative margin-bottom for its quoted text.

Are you sure this is the same issue? It is not about how much you can scroll, it is about the scroll bar itself that is (transparently) obscured by the content of the parent element and so it is not reachable to the user.

Yeah, I'm pretty sure that's the same issue. I'll leave it as a separate issue for now though.
