CONNECTION_REFUSED error rate has gone higher on chromeos stable channel (M52)

Issue description

CONNECTION_REFUSED error rate has gone higher on chromeos stable channel (M52). Around 0.1% errors are due to CONNECTION_REFUSED. Added a bug for tracking purposes.

Looks like the spike has since gone down.  There was also a lesser spike on M51 at the same time, indicating this was some external issue.

Seeing a spike on beta ChromeOS as well; reopening until (unless) it goes back down.

The number of CONNECTION_REFUSED errors went down again to the normal levels. This applies to dev, beta and stable. Probably an external factor is involved. Changing it to "won't fix".
