DL3: enable DLM (DisplayLinkManager) on more boards

Issue description

We should probably consider enabling DLM, now that evdi module has been enabled on all kernels (see  bug 579926 )

Do we need this on all boards?
 
It has been on my todo list to set this globally, if we have support in all kernels, and it builds for all architectures, I think we can just set the USE flag globally (or deprecate the dlm USE flag and just depend on the dlm package directly). 

We might want to wait until after R54 branches to give us some time to deal with any potential fall out though.

I think https://chrome-internal-review.googlesource.com/#/c/278123/1 should do it, but as mentioned in comment 1 we can probably hold this off until after the branch (late next week) to be safe.
