Layout test compositing/overflow/do-not-repaint-if-scrolling-composited-layers.html implies not repainting content

The new results for compositing/overflow/do-not-repaint-if-scrolling-composited-layers.html show failure on some of the "Did this layer repaint" checks. This might be a bug or a feature, not sure. Whatever it is, the test should be updated or the bug fixed.

This might be related to https://bugs.chromium.org/p/chromium/issues/detail?id=638611 but we have no way of knowing easily because the test has been disabled forever.

Fix compositing/overflow/do-not-repaint-if-scrolling-composited-layers.html

The test was broken because of changed layer tree dump format.
Updated according to the current format and composited scrolling
behavior.
