Hit tests seem off by a random amount

1) Load:
https://codereview.chromium.org/2245773002 in the new polymer UI
2) Tap the "e" key to expand all of the sections and fling
3) Then try selecting some text
4) Selecting drag is off by a lot; usually a few lines up.

Also reproduces on https://news.ycombinator.com/ plus you can see the scrollbar thumb on the right side get really small and large when you hit the top or the bottom of the page.

The rubberband effect broke at the same time. We saw something similar like this when the compositor compressed the deltas together with the optimized begin impl frame. There was a CC change that moved a bunch of stuff around in the history.
