bot_update's git clean -dff fails in the presence of long files on Windows

Project Member Reported by eakuefner@chromium.org, Aug 19 2016

Issue description

The bot_update step does a git clean -dff to clear untracked, unignored files. On Windows, this can fail if there are long filenames. Git for Windows supports a config option core.longpaths, which we can set and unset before and after the clean step respectively to rectify this issue.

Marking available as this looks like recipe stuff that perhaps Stephen could pick up eventually.
