Fullscreen video doesnt go fullscreen

Reported by pontus_k...@msn.com, Aug 19 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Dual monitor setup.
2. Second monitor should be without taskbar in windows.
3. Start up a chrome window on second monitor and try to go fullscreen when watching a video on youtube or twitch etc.

What is the expected behavior?
This results in a edge on the upper and left side of the screen. As shown in the attached screenshot.
If you do the same but with taskbar shown on both screens then it gets filled. This does not happen in any other browsers i have tested.

What went wrong?
This results in a edge on the upper and left side of the screen.

Did this work before? N/A

Chrome version: 52.0.2743.116 Channel: stable
