[Non-regression] Focus doesn't stay on search icon on chrome://downloads page.

Chrome Version: 54.0.2832.2 (Official Build)373f6bdd42a605a49fa170b2bcdbae3fbd015acc-refs/branch-heads/2832@{#3} 32/64-bit.
OS: Mac (10.10.5, 10.11.5), Windows (7,8,10), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://downloads page.
2. Set focus on search icon using 'Tab' key and press 'Enter' key from keyboard.
3. Now, press 'Esc' key from keyboard and observe the focus.

Focus get lost from search icon.
Focus should stay on search icon.

This is a non-regression issue, seen from M-47 series.
