Dismissing notifications still takes you to Chrome window from other application

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Receive notification while Chrome window minimised or in other space
2. Click on body or 'x' icon

What is the expected behavior?
Notification should be dismissed

What went wrong?
When I dismiss a notification, I expect it to just go away, in the same way as I dismiss the native OSX notifications, it doesn't take me to that app.

But when I dismiss a Chrome notification it pointlessly takes me back to Chrome, distracting me from what I was doing.

That does sound pretty irritating. miguelg, it looks like you've been making changes to https://cs-staging.chromium.org/chromium/src/chrome/browser/ui/cocoa/notifications/. Can you take a look?

I don't think we should prioritize this much given the move to native mac notifications. For everyone annoyed about bugs with chrome notifications in mac I strongly advise to turn on chrome://flags#enable-native-notifications.
