Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2832.2 Safari/537.36 Steps to reproduce the problem: 1. open for example https://bugs.chromium.org/p/chromium/issues/list This is a good example because there is a visible action on hover. 2. Scroll past the boundaries of the window, On mac there should be the rubber band effect. 3. Notice that the cursor is registered at a different spot or not at all. i.e. no hover actions.
